Research On Problems And Countermeasures In Government Procurement Of A City

Since the implementation of government procurement system in our country,its scale has been expanding constantly,and management has become increasingly strict,with the quality and efficiency of government procurement management continuously improving.However,as government procurement work continues to deepen,some problems in government procurement have gradually become apparent,such as non-budgeted procurement and inadequate government procurement efficiency.This paper takes A city as the research target,adopts literature research method and interview survey method,and uses the new public management theory and the delegation-agent theory for analysis,focusing on studying the problems in A city government procurement and the countermeasures to solve them.Using research literature,through visits to research units,interviews were conducted with government procurement regulatory departments,procurement personnel,social bidding agencies,public resource trading centers,suppliers,and other parties involved in government procurement.Their views and suggestions on the problems in government procurement work were heard and analyzed,providing realistic basis for the research.The paper introduces the research content,research methods,and technical routes.By studying the relevant literature at home and abroad,it draws conclusions about the general problems in the field of government procurement.The paper first introduces the relevant concepts of government procurement and the current government procurement methods in China,further analyzing the current situation of government procurement in A city from government procurement methods,budget preparation,and contract awarding.Through interviews and surveys and in combination with the actual situation of A municipal government procurement,it is found that there are some problems in the procurement of A municipal government,such as imperfect budgeting of government procurement,moral hazard of social agencies,insufficient information openness and transparency,and weak performance management of government procurement.Based on the analysis of the causes of the problems,suggestions and countermeasures for the problems in the procurement of A Municipal government are given.The government procurement should be reserved from the source and the implementation should be strengthened.Improve the professional quality of the agency and perfect the construction of the credit system;Build an "Internet + government procurement" model based on big data;We will improve the performance management of government procurement to improve its quality and expand its scope.The research on the procurement of A Municipal government involves universality and individuation.By studying these issues,this paper hopes to provide reference for the government procurement of other urban areas.
