Research On The Development Path Of XPCC’S Urbanization From The Perspective Of Social Stability

Cities and towns are the main carriers of social, economic, political and cultural activities, and they are the stages of human development. Urbanization is accompanied by the development of industrialization,non-agricultural industries in urban agglomeration, rural population to the urban concentration of the natural historical process. Sixty years of urbanization in Xinjiang has made remarkable achievements, the work conference held in April 5, 2010 pointed out that the development and stability in Xinjiang is related to the overall situation of reform, development and stability of the country, is a matter of national unity and security, is related to the great rejuvenation of the Chinese nation. Back in June 2001, chairman Hu visited Xinjiang had asked the corps to speed up the reclamation of the pace of urbanization construction, create the stationing of a strong fortress. This proves the urbanization as the necessity and feasibility of cultivating new forms. More than 50 years since the establishment of the XPCC, with “stationing” as its mission, in the socialist modernization construction made great achievements, it’s economy has made great progress,continue to accelerate the pace of urbanization. At present, the initial formation of a certain scale of different levels of hierarchy of the XPCC towns system, laid a solid foundation for the future of Xinjiang Production and Construction Corps of urbanization healthy and sustainable development.This study adopts qualitative analysis and quantitative analysis combined, and empirical analysis and normative analysis combined, use system analysis method comprehensively analysis the XPCC urbanization and social stability, and puts forward the XPCC urbanization path and policy support system based on social stability. First, through the qualitative analysis and the quantitative analysis, introduces the XPCC urbanization development level, urban scale system and space distribution, and in-depth longitudinal analysis and horizontal accurately on the urbanization of the XPCC were reality orientation, and conducted a detailed evaluation of since 2001 to 2013 corps and divisions of the urbanization level by the method of comprehensive evaluation. Then, through the empirical analysis respectively, using panel Granger test of XPCC urbanization population aggregation effect was verified, through panel data model from the economic growth, the upgrading of the industrial structure and anti-poverty to calculate it’s urbanization economic development effect. Then using the method of normative analysis, the relationship between the construction of the urbanization and the social stability in Xinjiang is demonstrated. On this basis, put forward based on social stability of the XPCC urbanization development planning to strengthen the economic development effects of urbanization, the population gathered cultural effect and synergy effect of the design. Finally, based on the current situation of the development of urbanization, the social stability effect of urbanization, strategic design, path selection and so on, put forward a systematic policy support system.The conclusions of this study are as follow: 1. 2001 to 2013 XPCC urbanization rate increased from42.74 to 53.97%, division of the urbanization rate also in the 13 years from a bench across to the other a gradient, the overall level of urbanization showing a steady upward trend. But from the point of view of the division, the level of urbanization is still a big difference. Construction division and twelfth division comprehensive urbanization rate of more than third, while the 60% division, Ninth division and fourteenth division comprehensive urbanization rate was only 47.33%, 47.61% and 42.98%. 2. XPCC urbanization for the economic growth of the Corps, the upgrading of industrial structure and income levels have a significant effect. Among them, urbanization rate for every increase of 1%, the Corps GDP growth of 2.6%,the urbanization rate for every increase of 1 percentage point, optimization of industrial structure and income level of increase will respectively reach 0.932% and 3.626%. Therefore, corps towns of has very significant role for the corps economic development. 3. According to the structure of the panel Granger causal relationship, the XPCC urbanization has a very significant effect on population aggregation, not only that, the population of the gathering but also to further promote the process of urbanization. The test results show that the effect of urbanization of the population gathered in the effect of the different divisions of thedivision effect has a certain difference between the Granger. Among them, the first division, the 5th division, the 6th division and the 7th division, the 9th division and the second division and the 13 th division of towns has more significant effect on population accumulation, the 7th division, thirteenth division and the fourth division of population aggregation has a significant effect in promoting urbanization, the other division no evidence show that, between urbanization and population density has a significant causal relationship. Therefore, in general, has a significant role in the aggregation of the population of the town and most of the Corps division. 4. XPCC to a certain extent, to promote the cultural exchange of the masses of all ethnic groups. Minority from the improvement of the concepts of marriage and childbearing to of Chinese active learning to the lifestyle and consumption patterns gradually modernization, minority of town of modern culture began gradually accepted; Han to minority diet’s admiration and love, of ethnic music, dance and custom appreciation and follow also accelerated the Han of ethnic tolerance and understanding. Therefore, urbanization development to strengthen minority nationality culture and the Han culture to the development of modern urban culture and fusion played a larger role. 5. Indirectly enhance the ability of the XPCC to maintain social stability. XPCC urbanization brought it’s financial ability of ascension, for the XPCC to maintain more of the population, the development of more advanced industry to provide financial support, also for the it to expand and upgrade the corresponding stability maintenance equipment and equipment provides a more independent sources of funding, but also for the recognition of dimensional stability achievement larger XPCC staff to provide more generous rewards, motivate staff dimension stability. 6. The weakness of the XPCC urbanization path in maintenance the social stability.XPCC urbanization can not improve it’s emergency response speed and to it’s timely layout at the entrance to the local city and county roads, the formation of population and vehicles of the strict management of the import and. On the one hand, the development of urbanization also brings a farm workers’ organizational difficulties, on the other hand, the development of corps towns also brought a large number of floating population, caused the XPCC population management difficulty. 7. XPCC urbanization path to play a social stability, there are still some defects. The executive led type towns to promote the actual urbanization slow, it is difficult to effectively enhance protection of XPCC; second, farms located caused by unreasonable the urban layout is not reasonable, the XPCC lack to maintain the social stability of urban strategic support; third, gathering resources type of urbanization to exacerbate the unbalanced development of the farms may pose a challenge to the regiment internal stability.The paper relates to economic, social, cultural and other related issues, in multidisciplinary cross,through the XPCC unique economic, social, cultural and other issues related to the investigation and analysis, its main characteristics and innovations of this paper lies in: first, through it’s level of urbanization comprehensive measure and the XPCC and analysis of it’s urbanization of population aggregation effect, effect of economic development and cultural fusion effect and the XPCC of social defense effect, in the final analysis it reached the urbanization effect on social stability is a major innovation of the ideas of the studies on the urbanization and social stability in this paper. Second, the XPCC towns into the overall strategy of the national border security, to the economic development of enhanced social stability of the XPCC urbanization development path, the population aggregation enhance social stability of urbanization development path, to cultural fusion promoting social stability of it’s towns development path and enhance the protective capacity of XPCC urbanization development path to optimize the layout of urbanization is the another creative point in this paper is designed.
