Study On The Construction Of Food Safety Base Model In Heilongjiang Reclamation Area

With the increasing development of economic globalization, circulation speed and enlarging scope of food and raw material, food safety incidents occur frequently in every country, then food safety problem has attracted global attention now. In China, food safety problem can not be ignored definitely, we all know these famous cases such as melamine powdered milk, clenbuterol, Jiugui wine plasticizer, and fast-growing chicken, which give us an alarm. In this social phenomenon circumstance, with the strength of reclamation area’s natural sources, it is proposed that national security food production base needs to be constructed, taking the responsibility of national food security, maintaining food security, ecological security mission.Heilongjiang is full of resources and territory, and undertakes the important task of domestic food production and circulation. Heilongjiang reclamation area is also the largest China farmland, the highest degree of modernization, and the best commodity grain output production base, which is also a leader in the construction of domestic food safety base. Thus this paper takes the construction mode of Heilongjiang reclamation area food safety base as the research object,and analyzes the advantages and disadvantages of current food safety construction mode. On the one hand, we would like to provide experiences of food safety base construction for other areas in our country, on the other hand, to contribute for further development of food safety base in Heilongjiang reclamation area.At present, there are three main modes for construction food safety base,they are the government-led, enterprises-led and export-oriented lead type.Through the analysis of these three typical models, we find that there are two shortages, one is short of the key point power and the other one is shortage of detailed division. To solve these two problems, this paper draws on the experiences from the western mode of construction and combines with its own characteristics of the Heilongjiang reclamation area, it puts forward a four-in-one mode of government, enterprises, farmers, scientific research units. Therefore,production, processing, logistics, marketing system each takes varied tasks in thenew mode of construction food safety base. According to their different adaptability, the specific design type was put forward aiming to construction of government-led raw materials safety base, construction of industrialized and centralized processing system, construction of enterprises-led logistics system and marketing plans of food safety. At the same time, for making up shortages of products’ standard, quality tracing system and technological innovation,measures are enhanced by building a whole solution for food safety standard system, improving food safety quality tracing system, and strengthening human resources quality in food safety base area, which provides more safer protection for food safety base construction in Heilongjiang reclamation area.
