Food safety issues, has become the focus of social concern. The government assumed an important role in improving food safety regulatory regime. In 2013, the State Council promulgated the "State Council reform and functional transformation program," the program proposed to the various functions of the institutions of government departments to integrate the aim of the establishment of China Food and Drug Administration to conduct food safety unified supervision and management.In this paper, the case of Guangzhou food safety regulatory reform before the detailed analysis and found that Guangzhou "segment regulation" food safety regulatory regime there is a structural defect, clearly defined targets to be monitored to detect and unequal distribution of resources and other defects. Under the reform program, the Guangzhou food safety regulatory system should be more complete and effective. But encountered during the reform of all obstacles, the problem still exists after the reform Guangzhou food safety regulatory system failed to achieve the desired reforms.On trying to reform course abroad developed areas of food safety regulatory system were to examine research, summarize the reform trend of global food safety regulatory system, the status quo for the Guangzhou useful ideas, including the reconstruction of Guangzhou food safety supervision system, strengthening grass-roots quality construction of food safety regulators, improve laws and regulations Guangzhou food safety, an appropriate increase in the food industry permission threshold, strengthen the integration and use of food inspection monitoring resources, the establishment of a notification system and improve the food safety information, and build food safety socialization supervision focus on building networks, and other seven sectors in order to build a unified and efficient food safety regulatory system.
