Research On Performance Management Of The Whole Process Of Exhibition PPP Projects Based On Stakeholders

Convention and exhibition projects using the Public-Private Partnership can not only meet the increase in demand for public services,but also effectively promote the development of the exhibition industry.However,convention and exhibition PPP projects have the characteristics of long implementation cycle,many stakeholders,complex target appeals,and uncertain project returns.This affects the low efficiency of the performance management of convention and exhibition PPP projects,resulting in obstacles or even failures in the implementation of convention PPP projects.Therefore,the research on performance management of the whole process of PPP projects in exhibitions has important academic value and practical significance.First,the Mitchell taxonomy based on the theory of interest has identified the core stakeholders of the exhibition-type PPP project,mainly including the government,social capital and the public,and clarified their interest appeal goals;based on the life cycle theory,the use of literature research,Frequency analysis and expert surveys and other research methods have clarified that there are 26 key success factors in the preparation,tendering,financing,construction,operation and transfer of the PPP project of the exhibition category;starting from the target appeal of PPP stakeholders,combined with performance management theory Build a system of key influencing factors for the performance of exhibition-type PPP projects based on the perspectives of government,social capital,and the public.Secondly,the performance management system is divided into three subsystems: government,social capital,and the general public.In-depth analysis of the causal feedback loop of the influencing factors of the performance of the subsystems,the construction of a performance system flow chart of the exhibition-type PPP project,based on the PPP project of a certain exhibition center Data,quantify variables and parameters and design simulation equations to construct a system dynamics model for the performance optimization of PPP projects in the exhibition category;using Vensim PLE software simulation analysis,the main factors affecting the performance of PPP projects in the exhibition category include tax incentives,government subsidies,Joint bidding body strength,number of exhibition services,project operating costs,project risk costs,franchise prices,and quality of exhibition services;based on the three perspectives of government,social capital,and the public,the design changes with eight main performance influencing factors The scenario,quantitative simulation and simulation of the main influencing factors change the performance management level change trend.Finally,according to the results of simulation analysis,the government,as the initiator,participant and supervisor of the exhibition-type PPP project,should focus on the whole process of the project,provide appropriate tax incentives in policy,and focus on investigating its financial strength when selecting the social capital party,Technology and experience,give reasonable financial subsidies in operation;as the main participant of the exhibition type PPP project,the social capital party should start from the stage of participation to project financing to enhance the project's ability to respond to risks,improve the efficiency of operation and maintenance management,and reduce project operations and risks Cost,increase the number of group exhibitions,and improve their return on investment;as the final user of the exhibitiontype PPP project,the social public at the project operation stage,formulating reasonable franchise prices and optimizing the quality of the group exhibition service are important measures to improve social public satisfaction.It is also an important way to improve and optimize the performance management level of exhibition-type PPP projects.Based on the analysis results,a roadmap for optimizing the performance of the conference and exhibition PPP project is constructed to further promote the sustainable development of the conference and exhibition PPP project.
