With the rapid economic and social development, science and technology increasingly important in accelerating industrial development, promoting social progress, science and technology projects have become an important starting point for the government’s science and technology guide. Technology Plan System Key Technology Program, as strong innovation, more investment funds, organization and management of complex, large uncertainty, there is great risk in the process of implementation. Therefore, the technology support program for risk management of this issue is worth studying. In this study, the author combines knowledge and practice of project risks relevant to the case learned of the relevant aspects of the theoretical results are summarized and elaborated on the matter element model theory, basic features and management of science and technology projects are analyzed on the development of the practice of science and technology projects to expand research and evaluation, and to find the problems and shortcomings. At the same time, using a variety of research methods expert interviews, questionnaires, AHP, and ultimately establish a matter element model A scientific and technological support projects, the risk exists of the project was to identify, analyze and evaluate, and then combined evaluation findings on all aspects of the project risk management approach are put forward reasonable proposals.Through this study, in order to reduce the risk management technology support program provides a theoretical support, while other technology projects, risk management also played a very good reference for the role, but also enriches the theoretical research project risk management.
