With the development of market economy, the competition of China's Engineering contracting market is more and more fiercely. In addition, construction market tilts to buyer's market seriously, and owners tend to set some limiting terms in the contract, which make work units face an increasing risk of uncertainty. Therefore, the appearance of claim was a must. Due to the impact of the planned economy, the development of China's claim management lagged behind a long time, and the additional costs caused by uncertain risk have been unable to receive reasonable compensation. Because claim involves many aspects, its implementation process exists greater risk. Therefore it has important theoretical and practical significance to analyze and evaluation claims risk, and strengthen the management and control of risk.This thesis first describes basic theories about the construction claims and project risk management, and matter-element theory and entropy theory are outlined, which laid the foundation for the writing of the subsequent chapters. Then, from the aspects of project risk identification, risk factor analysis, risk analysis and risk assessment, project claim risk is analyzed. Based on the results of the factors analysis, the thesis established the project risk evaluation index system and constructed claim risk assessment model based on Entropy Method and Matter Element Analysis Method. In order to verify the feasibility and practicality of research, the thesis makes a empirically analysis by taking the example of an international training center in Shandong Province. Finally, According to the evaluation result, some measures about project claim the risk prevention and control is proposed.Through the analysis of engineering claims risk, the thesis constructed claim risk assessment model, sorted the risk factors according to its importance, and putted forward specific measures of risk control and management, which are intuitive, practical and feasible. All of these provide a valuable reference for project claim managers, maximize the benefits of enterprises, and promote the sustainable development of enterprises.
