At present, our country is in the key period of industrialization and urbanization,but its rapid development is based on extensive consumption of energy resources, thereby resulting in a huge waste of resources, serious environmental pollution and an increase in CO2 and other greenhouse gas emissions. In the face of increasing environmental problems, the major developed countries in Europe and the United States are actively developing low-carbon technologies, and vigorously promote the low-carbon revolution. And focus on the development of new energy and energy saving technology, smart grid, on the basis of promoting economic development and social stability and prosperity, improve the ecological environment. China has been learning and absorbing foreign experience of low-carbon development, but also began to actively explore the road of low carbon development in china. From the release of’"China’s national climate change program", it is clear that China’s specific objectives and targets to deal with climate issues, to determine the five provinces as the first low-carbon Province, eight cities as a low-carbon pilot city, make a showcase for low-carbon development path with Chinese characteristics, and at the eighteenth National Congress of the Communist Party of china, the ecological civilization has been integrated into the economic, political, cultural and social construction, all these have fully expressed the determination of our country’s development of low carbon industry and take the road of sustainable development.However, it is not to abandon the development of the city in order to realize the carbon emission reduction, and can not promote the level of urbanization and pay no attention to carbon emission reduction, cities want to achieve a healthy and sustainable development, can not be separated from the improvement of low carbon competitiveness, improve the competitiveness of low-carbon also needs city to provide relevant technical and financial support, therefore, under the background of the global transition to a low carbon, we need low-carbon competitiveness and urbanization coordinated development. In this paper, by analyzing interactive relationship of the carbon competitiveness and urbanization, using scientific and rational methods to evaluate the coordinated development of the two, to explore the direction and way of development, it is helpful to find the space-time differences of low carbon competitiveness, and promote the promotion of low carbon competitiveness in various regions, and regional healthy development.This paper used the literature analysis method, qualitative analysis and quantitative analysis, combined with abstract and concrete, Chart analysis and computer aided combination, Method of combining static and dynamic, and by combing the domestic and foreign relevant literature and theoretical basis for low carbon competitiveness and urbanization, based on the analysis of the current situation of China’s carbon emission and urbanization development in 2003-2013, taking full account of the systematic, objective and operational characteristics of the index, construct the evaluation index system containing 30 specific indexes from two aspects of low carbon competitiveness and urbanization. And using the variation coefficient method, the coordination degree and the coordinated development degree model and the GM (1,1) grey forecast model and so on, complete the spatial and temporal analysis and forecast of the coordinated development level of low carbon competitiveness and urbanization in 30 provinces of China during 2003-2013.Through the analysis, it is found that the low carbon competitiveness index and the comprehensive index of urbanization in our country have become the trend of growth in 2003-2013, but the speed of urbanization is higher than that of low carbon competitiveness in most of the provinces. The coordination degree C and the coordinated development degree D all increase in the volatility, which indicates that the low carbon competitiveness and the urbanization two system are moving toward coordination. From the type of coordinated development, most of the province from the urbanization lag to low carbon competitiveness lag type, and through the prediction found that by 2020, the majority of provinces to achieve quality coordination low carbon competitiveness lag type. It shows that the coordination of low carbon competitiveness and urbanization will be further strengthened, but before the development of economy and the improvement of urbanization level, cause great damage to the resources and environment, which is difficult to recover in the short term, leading to low carbon competitiveness in 2020 is still lagging behind the level of urbanization development. Improve the ecological environment, and actively promote the carbon emission reduction which is still the top priority of all levels of government in recent years.
