Research Of Risk Assessment Model Building For Agent Construction Project

With the rapid development of China’s economy and society, people’s demand for public infrastructure is increasing day by day, and it also puts forward higher requirements for the construction and management of such government investment projects.In order to solve the defects exist in traditional management mode of government investment projects, improve the efficiency of investment, the State Council introduced the "State Council’s decision on Reform of investment system" on July 14,2004, required to speed up the implementation of the construction agent system. Construction Agent System in our country has implemented for more than 10 years. There are series of achievements, but also many problems. The more prominent is on behalf of the agent construction project risk management, has become a hot topic in the research of engineering practice and academia to discuss.This paper firstly reviews the agent construction project risk management theory and related literatures, introduces the related field of the existing research results and research hotspot.Then based on the methods of literature research, questionnaire survey, Delphi method, fault tree, this paper identifiesagent construction project risk factors from the stage, goals and the system of three dimensions.In order to construct the scientific and reasonable agent construction project risk evaluation index system of the model, this paper presents index set of three basic steps:Acquisition of evaluation index based on literature review-Evaluation index selection based on questionnaire survey-Adjustment and determination of evaluation index.In this paper, in the process of constructing the risk assessment model of the agent construction project, the evaluation index is quantified by experts, and the weight of the index is determined by using the analytic hierarchy process (AHP).The final evaluation index weights are determined by the consistency check of the hierarchical single ranking and the hierarchical total ranking.By combining the weight of evaluation index and the index score, it can realize the risk assessment of the agent construction project.In the case analysis, this paper uses the established risk assessment model, to evaluate and compare the engineering risk between agent construction project and non-agent construction project. Through the comparative analysis, this paper finds out the important risk points of agent construction project, provides some guidance for the promotion of agent construction project.
