Research On Tactics Of Guilin Municipal Government In Promoting Urban Industrial Land Update

Chinese economic development gradually step into the state of the new normality, which reflectd by three aspects that the velocity, structure and impetus. The phenomenon is that the economic development is transferring from high speed to medium one, the economic structure is updating, and the impetus is transferring from raw material investment to innovation. Along with the transformation of Chinese development, The urbanization of itself is also stemming into a new phrase that focus on the quality of urabanization.In this contemporary background, many cities are undertaking urban renewal(updating) work in order to solve the contradiction between the upgrade of industrials and the lack of space.Guilin is in the crucial period of the city escalation and transormation. With the construction of an international tourist destination and the updating urbanization process, the renewal development of Guilin’s industrial land is becoming the focus of government. But the implementation results of this policy have been less than ideal. In order to promote the implement of renewal development of urban industrial land, on the basis of reading a large number of domestic and international relevant documentation, the author investigates some government departments and enterprise, grasps the first-hand material about implementation of Guilin’s industrial land.analyze causes and problems existing in Guilin’ s industrial land updating work from the viewpoint of policy implementation, puts forward some suggestions with the basis of adopting the advanced experience of demostic and abroad,In addition to the conclusion of this dissertation, the full thesis is divided into six parts.The first part elaborates the reason of choosing this topic and the significance of it. It reviews researchs on industrial land’s updating,lists the method that adapted in this dissertation, the conception^ contents the innovation and deficiency of this dissertation.The second section identifies, industrial land updating basic concepts and then elaborates several theories that related to this dissertion such as in this the whole government theory, the theory of public implementation of policy and so on.The third part makes a introduction on the feats it gets.. the necessity and importance of industrial land updating in Guilin, then analyzes the problems existing in Guilin’s industrial land updating work which can be classified as five aspects that the slow implementation of updating project, the deterioration environment caused by the high intensity industrial land updating, the lack of industry support, the difficulties of implementing public project, the factors effecting the social instability and so on.The fourth elaborates the reasons that influencing the implemation of industrial land updating in Guilin from three aspects that is the concept funding、 regiment.The fifth part introduces cases of industrial land updating in domestic and abroad, and concludes the experiences what we should adapt and the direction of our efforts from the aspects of the policy system, development model, fund raising, planning, land management and so on.The sixth part puts forward proposals from the perspective of government’s management on accelerating industrial land update in Guilin. Guilin is recommended to promote industrial land update from aspects such as improving the recognition level of Guilin’s industrial land updating policy、widening more channels to raise funds and improving the policy regime of industrial land updating.
