In recent years, many cities have built more and more horizontal connections, Transnational City Networks (TNCs) spring up gradually. It means, cities, are not only subnational actors in global governance, but have supranational character because of the networked collective identity. TNCs take advantages of resources, information and advanced technology, which inject new impetus to provide global public goods. At present, domestic scholars have investigated the role of cities as unitary actors, but it is almost blank in the research of networked governance model of Transnational City Networks. In this article, firstly the relevant theories about TNCs are illustrated. Then the paper summaries the formation forces, the development process and operating mechanism of TNCs, with the case study of City Climate Leadership Group (C40). Based the study above, it illustrated the role and functions of TNCs in global governance. It is found that the TNCs make up the practice fracture of the global governance structure. At last, it offers some suggestions to promote TNCs.
