Reviewing the No.1 documents of central government in the past years,the themes of the past 6 year are “Agriculture, countryside, farmers”. With the continuous improvement of policy of supporting and riching farms,the new rural construction became better and better, but there is still no denying that the rural infrastructure is weak.The next five years are the key stages of the full construction of well-off society, rural areas can most be shortage in the whole system, rural development is an urgent need to implement with new ideas and the key to crack the agricultural and rural development is faced with various problems especially to improving rural infrastructure.In present,our country’s rural infrastructure supply system has many drawbacks which cause a direct result of rural infrastructure supply can not meet the requirement of the sustainable development of rural economy. The local government should make a greater effort in the construction of building a new countryside in rural infrastructure.The paper based on a detailed expound of the basic of the model of urbanization, rural infrastructure and local government support while the people-oriented, balancing urban and rural development policy and rural economic level promotion and improving the level of social civilization in the countryside of three new urbanization policy,putting forward to new requirements to the construction of rural infrastructure, showing that in the rural infrastructure construction the local government should play an importantrole in the form of financial support with policy guidance, planning system. The paper I wrote was in investigation of the development of Yangzhou City Hanjiang District in rural infrastructure construction in recent years, using literature research method, investigation method, inductive method and comparative analysis and other research methods to analyzes the investment and development of rural infrastructure in promoting the new urbanization including in life of infrastructure, rural road network construction, information engineering and construction of water conservancy facilities to study several problems existing in the promotion process and what cause of the problem, given a series of local government in rural infrastructure construction, how to better play the role of advice. Hanjiang District should stand in the position of the farmers with strengthening the rural infrastructure construction, giving full consideration to the interests of the peasants and the government should paly a leading role in good policy guidance, support in-depth planning, offer financial support, paly a role in supervision and management of several exemplary work.The government not only need to transfer to the real priorities for the development of the rural economy to improve the quality of life of farmers, increase the income of the farmers, provide adequate protection for the basic production activities in rural areas, improve the living standards of farmers but also play a lubricant role between the governments and the social nature of the various groups and governments or the government and the farmers.At the end of this paper, through the investigation and research on the related theories of Hanjiang District by case analysis and summary find there are three principles local government should obey.The first one is the local government support in rural infrastructure construction should follow the market oriented.Two the local government should pay attention to public opinion and the last one is the local government should steadily push forward in process in rural infrastructure construction.The paper at end still summed the relationship that between government and farmers which as the main body, government investment and social investment which is less main body, promoting the demonstration and the overall, forward-looking trends and realistic environment. Through the above theoretical support, I proposes to formulate a policy, form a government guidance atmosphere, make rational plan, know clear gold,make a steady implementation and straighten out all the relationship, innovate channels of collecting money to promote the government making more efforts in rural infrastructure construction.
