Researching On Local Government's Function In Rural Infrastructure Construction

Rural infrastructure is material foundation of New Countryside of Socialism construction and development of rural economy and society. My problem is the supply of rural infrastructure, our planning for urban and rural development, building a well-off society in the process of the major issues facing them. There are still many problems with the Chinese supply of rural infrastructure, resulting in the inefficient supply of the infrastructure, that serious obstacle to the development of the rural economy and improving the quality of life for peasants. Most of the rural infrastructure belongs to public goods. Major investors should be the government. From social management and public service functions'perspectives, the local government should exert important functions and roles.This paper defined the definition of the concept of rural infrastructure at first, expounded investigative status, and studies the basic theory of the topic. At the base of theoretical research, it analysis the functions of local government on building of the rural infrastructure. The local government should exert main functions: investing, planning and decision-making, protecting property rights, policy guidance and management and supervision. By analyzing status of rural infrastructure of Linyi, it summed up the problems, and defined the functions of local government, pointed out the characteristics of reality: less of total investment, unscientific decision-making, single funding channels, low efficiency of funds and infrastructure. There are many reasons about inappropriate functions of local government, the dual structure economy of development strategies and unscientific decentralized system of finance is the fundamental reason. It is direct cause that the local government hasn't the concept of public service power investment in rural infrastructure, especially in rural public services. The decision-making can't consider rural production livelihood of the actual needs, reduces efficiency of the construction of rural infrastructure. In addition, we haven't the sound legal norms on the duty of local government.To the analysis of the cause, it proposed measures and complementary measures that local government exerts the functions effectively. In order to better achieve the goals and mission of the rural infrastructure, government should take the initiative in rural new stage and development of the market economy requirements, put the focus to the farmers'service, provide better infrastructure for the production and livelihood in rural areas. We should design for system and mechanism innovation at first. Set up the"coordinating urban and rural"system of Supply of public goods; improve the existing financial system to provide financial resources for local governments. Innovate the mechanisms of the expression to perform decision-making scientifically. The government should make the diversification of supply, guide non-governmental investment and protect property rights, promote the innovation of financing. The departments of local government should strengthen the concept of duty, construct perfect supervision and management mechanism, and improve efficiency of funds and infrastructures.
