There are lots of irrational utilization in common-pool resource (CPR) around the world and even threaten to the sustainable use of renewable resources. For example, our country is facing overfishing, grassland degradation in the north, destruction of forest and air pollution, as well as other problems in recent years. At present, how to solve the problem of CPR for human development in the future become more and more important, and also turn into the hot topics in the study of economics gradually. In the governance of CPR, some experiences of the international organization particularly prominent, such as the experiences and lessons of World Bank’s common natural resource projects have important literature value.Through the combination of the CPR theory and the World Bank’s projects, this paper summarizes the experiences and lessons of World Bank’s common natural resource projects. Then according to Ostrom’s social-ecological systems (SES) framework, this paper analyzes the effects of related factors which will affect the results of World Bank’s projects. For further analysis, the principal component analysis and Logistic regression method were used to quantify the impact of factors, and some useful thinking about CPR governance was provided for our government.From the result of literature study, the failure of World Bank’s common natural resource project is due in large part to the inappropriate policy and the absence of management ability. Neglecting the complexity of setting, using "one size fits all" policy, implementing "top-down" management, lack of related law and the responsibility of government, as well as widespread corruption are all the reasons for the failure. Data analysis is also supported this view at the same time, in the various influence factors of the common natural resource projects, the principal component analysis shows that the variance contribution rate of government management level factor is the largest. Logistic regression results show that the government management level, economic development level were positively significant correlation, population scale, resources area were negatively significant correlation.At the end of the paper, together with the present situation of and the experiences and lessons of the projects, some suggestions were given to improve Inner Mongolia grassland management.
