China is still developing country with a large agricultural population. Agriculture has been the lifeline of the national economy. The vigorous development of rural financial sector plays a significant role in improvingthe living standardsof the rural masses, strengthening the infrastructure of the rural economy and maintaining social harmony and stability. Rural credit cooperatives agricultural firm inherited the historical mission and its services are mainly for small and micro enterprises, agro-enterprises and individual industrial and commercial households, villagers, etc., which means small scale,poor stability, lower yield and debt management situation. Farmers are vulnerable groups.Agriculture lays a large dependence on the natural environment, which makes it instability and unpredictability. In the current, because of the imperfect of agricultural insurance systems,the banks face a greater risk for loan risks. For the above reasons, to prevent bad loans and banks deteriorated,many banks do not want to get involved in the rural market. Most of the funds are from the agricultural firm deposits, and own funds accounted for less. Compared with other commercial banks with low-risk, low cost and high reward business, They are facing a high risk business.Most of personnelquality from agricultural firm are low, and their lending is illegal, so as to credit quality has been declining year by year. In recent years, many cases in agriculture firms has occured. The casesare more and more sophisticated, subtle and professional, which reflects that there are a number of loopholes in the banks’management and the banks pay less values on its internal controls. Strengthen internal control has become aurgent research topic of the commercial bank operations.Internal control of commercial banks is self-restraint. Efforts to strengthen the internal control of commercial banks and management, not only help create a relaxing sound business environment and get more revenue, but also help both employees and investors boost the confidence. COSO launched in 2004, which define the overall framework of enterprise risk management, the risk management is divided into eight elements, which will be introduced into the internal control to banks and it makes the internal control better. This article studies for the internal control condition of Z Rural commercial bank,use Analytic Hierarchy Procsee to evaluate it,analyze it’s problem and then merge elements into five aspects, put up measures at this stage of comprehensive risk management perspective corresponding to give guidance and reference for strengthening the bank’s own internal controls, thus to protect the interests of depositors and make sure the bank’s long-term development. What I do will contribute to maintaining the stable development of the economy and social harmony and tranquility in the region.
