Urban and rural residents basic endowment insurance is a social justice as the basic point of view, in order to realize all the old be raised as the fundamental goal of huimin policy. China started the new type of rural social endowment insurance and urban residents and social endowment insurance pilot project in 2009 and 2011, in2014, the State Council decided to merge the two system implementation, to establish a unified system of basic old-age insurance for urban and rural residents, it has been two years, this policy executes and progresses rapidly, and it has achieved remarkable achievement.The policy has broken the pattern of urban and rural binary segmentation,is beneficial to all the people enjoy the achievement of reform and development of the new. Different levels of government in the system of perfect and implement the different responsibility, the responsibility of the government at all levels defects, led directly to the system of basic old-age insurance for urban and rural residents still exist many problems in the implementation, for the propulsion system of universal coverage with a block.The author is based on the thinking of the problem, selected the relatively representative county of Yiyang City in Hunan Province—— Yuanjiang city as the study area, Yuanjiang city in sorting out and analyzing the relevant official documents and on the basis of statistical data, summarized the current situation of the responsibility in the implementation of local governments in institution defect and reason, explore its reference significance to the national system adjustments. And absorb the foreign governments such as Germany and Japan, the implementation of the basic old-age insurance system in urban and rural residents responsibility act as useful experience, Transverse comparison conclude experience, the longitudinal comparison problem are obtained, and also puts forward several suggestions on the government for reference, more practical and instructive.In this paper, the research object is the endowment insurance system with Chinese characteristics under the implementation of the government responsibility which discuss mainly from five sections. The first part is the introduction part, mainly introduced the topic selection background, significance and the domestic and foreign research dynamic and obtain achievement. and summarized this topic research methods, to clear the research train of thought and specific content. The second part isbased on the theory of perspective introduces related concepts and theories, and analysis the content of the basic endowment insurance system for urban and rural residents, and then further clarify the partition and positioning of government responsibility in implementation of the basic endowment insurance system for urban and rural residents, finally in this paper, on the basis of relevant theoretical support, it concrete on analysis the necessity and feasibility of urban and rural residents in the basic old-age insurance system to strengthen the government responsibility. The third part is the emphases chapter of this article, mainly focus on urban and rural residents basic endowment insurance as the present situation of the government responsibility in Yuanjiang, Yiyang City of Hunan Province, as an example, through the analysis of the policies’ operation situation of Yuanjiang city, summed up the experience and the existing problems in the system. Then on the basis, we can analysis the main causes of the government in the implementation of basic endowment insurance system for urban and rural residents in China responsibility defects. The fourth part introduces the implementation of the government responsibility in Germany, Japan and research in the basic endowment insurance system of urban and rural residents, and draw lessons from foreign government responsibility in the implementation of basic old-age insurance system in urban and rural residents as mature experience. Finally supported by the analysis and research of the system of practice at home and abroad, I put forward the countermeasures and suggestions to strengthen the government responsibility in the implementation of basic endowment insurance system for urban and rural residents.
