Study On The Level Of Scientific And Technological Achievements Industrialization In Liaoning Province

The industrialization of scientific and technological achievements, which transforms S&T achievements to practical productivity, is the key to the combination of technology and economy, playing an important role in promoting regional economic development. To accelerate the process of industrialization of S&T achievements has become a national strategy of countries in the world, aiming to adjusting its economic structure, changing its economic development pattern, improving its competitiveness. Compared with other countries, the progress of industrialization of S&T achievements in China develops slowly. Due to the lack of quantitative research on the industrialization level and its related indicators, people get the impression of the industrialization level staying still in the past 20 years.In that context, the paper constructs a level-measuring indicator system of the S&T achievements industrialization on the basis of its procedure, mode and current situation. Based on the principal component analysis method, the indicators are given weights to calculate the industrialization level score of 31 provinces in China. The next step is to analyze the current situation and its causes of Liaoning Province through the fixed-effects variable-coefficient model on the panel data of the industrialization level and its influence factors. It is reasonable to measure the true level of S&T achievements industrialization of our country and make a comparative analysis on the current status and function of the influence factors, which provides supports to improve the current industrialization level and helps making practical suggestions. The positive effect of the research will guide the standardization and internationalization of China’s S&T achievements industrialization and play a significant role in promoting economic progress and social development.As one of the innovation points, the paper constructs a measurement system of the S&T achievements industrialization level mainly based on the indicators reflecting the economic benefits of industrialization. Measuring from the economic scale and market size, the paper provides a comprehensive knowledge on the industrialization level and its fluctuation of every province in China. The other one is to start from details in the industrialization development, analyzing the panel data of each region under the fixed effect variable coefficient model to figure out the influence factors, existing issues and its causes of industrialization levels.The conclusion of the study is as follows:China’s S&T achievements industrialization level matches the level of economic development, which means the eastern region’s level is much higher than that of the central and western regions, and the industrialization level of Liaoning Province continuously drops that falls further and further behind those well-developed industrialization regions such as Guangdong, Jiangsu, and Zhejiang Province. The causes of the result include:the shortage of both the quantity and quality of the S&T achievements production due to the lack of market demand information; the unbalanced input structure of S&T resources causing the lack of fund and talent supply; the uncompleted industrialization management system leads to lack of motivation. Except for improving issues listed above, it is also needed to pay attention to the development of innovative cooperation model to shorten the industrialization period, which creates a favorable environment for the S&T achievements industrialization.
