Financing problem of the agriculture, countryside and farmers has always been concerned closely by the government, financial institutions and academic circles. China’s financial inclusiveness is too weak to solve the Problem above. Governments usually increase credit funds to the agricultural sector to overcome the inferiority of agriculture and rural financing problems. As the only agricultural policy bank,Agricultural Development Bank of China provide continuing credit loans in a favorable conditions,for supporting the development of food and cotton and oil companies and agricultural leading enterprises and construction of modern agriculture.Such agricultural credits increase farmers’ income and promote agricultural modernization and advance the new rural construction. However, due to a limited amount of bank credit, the achievements are not remarkable.Therefore, this paper discusses the strategies of ADBC’s development from the perspective of financial inclusion, in order to uphold social benefit and settle agricultural issues while its own continuous development.Firstly,in this thesis, the theory of financial inclusion are described and summarized, and then it introduces the specificity and social effects of the ADBC.Secondly,the ADBC’s history and current situation, inclusive financial business situation, problems and motivation are discussed.Finally, by using the SWOT analysis,it propose ADBC’s financial inclusive strategy, that is a direction of development according to "policy- developmental- comprehensive".Then, from three aspects the paper points out the clearly plans to achieve agricultural modernization,resolve rural issues and construct new socialism countryside,which aspects are:business development,inside management and outerside supports.
