Research On The Construction Of Key Projects In Xigang District Of Dalian From The Perspective Of Collaborative Governance

The construction of key projects is one of the main means of local governments for promoting economic growths adjusting economic structure、improving people’s livelihood. As China’s economic development has entered a new normal, with the background that the country’s governance system and ability get to be paid more and more attention to, how to guide the construction of the key projects by the theory of governance is becoming an increasing realistic subject which is worth valuing and researching.Xigang District of Dalian is well experienced in the construction of key projects in recent years,and has the demand of improving of key projects’construction. Based on the analysis of integral situation about key projects of Xigang District, it is considered in this paper that the general process of key projects should be divided into three stages:reserve, building and operation (use), and explain the main content in each stage. It is found through the summary that Xigang District has successful experiences in investment attraction and project service etc., also has existing problems in information sharing and so on. In the following, with the purpose of a comprehensive understanding of collaborative governance for key projects, SFIC model which is one of models for explaining collaborative governance theory and practice, is chosen to analyze Xianglujiao logistic park as an example in terms of starting condition, catalytic leadership, system design, collaborative process and collaborative result.Lastly, from the level of participants, service system and process of construction of key projects, some suggestions by the theory of collaborative governance are put forward to perfect the management of key projects of Xigang District, also to provide reference for other areas.
