Study Of The Life Cycle Collaborative Management The Construction Bidding In Large-scale Public Projects

Project bidding institution is a major reformation at building management system in China, it plays a important role to regulate the construction market, to establish investment responsibility restraint mechanisms, and improve investment returns.Although there are still some shortcomings in the bidding of construction market, but with the further improved of bidding system and the integrity of the organization bidding, the bidding information network platform development, the current bidding is moving into a unified, open, competitive and orderly direction.Large-scale public construction projects and commonly project management are different in their characteristics, the work of call for bids as a large part of projects in overall management objectives and investment is very important in the work of entire project management, and need designing bidding program or management mode for the characteristics of the project, so as achieve the goals of project management.This paper studies the parallel mode of bidding construction in own management agencies of the large-scale public construction project.This paper uses the project management theory, systems theory, collaboration theory in accordance with the pattern of introducing a questions, analyzing and solving the problem to analysis large public buildings from the set of parallel tender package of the administration construction.Through analising the project characteristics, design features, construction features in pre-tender construction of large public construction projects , proposed the system management objectives of large public construction project bidding ,and the application of the theory of a comprehensive life cycle analysis the construction tender bidding process and impact factors of large-scale public construction projects, and then to refine the tender management by objectives into process and elements of management,and proposed solutions,adoption of the project concept of collaborative management for the process and elements of management: Using critical path method optimizate of the construction tender life cycle workflow, analysis of stakeholders to enhance construction bidding organization's coordination, and establish information platform technology in construction bidding so as realish information synergy.Finally, combining with the tender of Hainan, Guilin Yang College District, described the construction tender process coordination, organization coordination, and information coordination in construction of large public construction projects.
