Study On The Application Of PPP Model In Infrastructure Construction In China

Infrastructure is necessary to national survival and development, providing the basic guarantee for the economic construction, social development and people’s life. All infrastructure usually invested by the government before, but with the rapid development of society, the government can not meet the needs of the construction of infrastructure, on the one hand, financial capital is limited, local debt crisis is serious, on the other hand, the government does not have the operating efficiency like the market. And the introduction of the PPP mode can not only solve the problem of the government, but also take the advantages of the private enterprise social investment, satisfy people’s need for infrastructure development. With the development of the PPP mode in recent years, we hope that this model can popularized in our country.In this paper, through literature analysis, data analysis and case analysis method to introduce the PPP mode application in the field of infrastructure construction in our country, mainly divided into seven parts.The first part is the introduction. Mainly introduced the selected topic background, the significance of the selected topic, the domestic and foreign literature review, research methods, innovation and deficiency of this article. The second part mainly discusses the theory part of the public goods and the PPP mode are introduced. Points out that the quasi public goods can operate the PPP mode and suitable for our country. The third part mainly introduces the problems of choosing the PPP mode and the reason. Due to incomplete laws and regulations exist, the government has yet to be clear, risk sharing and profit sharing is not reasonable, these all need us to develop PPP model on the basis of referential experience in our country. The forth part is to take the capital for the construction of the new airport as an example, describes the present situation of the airport project, the framework of airport the on the PPP mode, project investment and the significance of using PPP mode. The fifth part, the PPP pattern of foreign experience and its enlightenment to our country. Australia, the United States and Britain’s Pittsburgh experience are introduced, and we should combine with our own political, economic, and social environment for development. The sixth part is suggestions on application of PPP model in our country. From the system, the government, construction, project construction to summarize. The seventh part is conclusion and prospect. The research results are summarized and point out the existing problems, and hope to improve.
