With the development of economic integration and the increasingly fierce competition, to achieve the goal of long-term development, the enterprises not only need to expand the market, but also constantly improve the modern enterprise management system. Today, the competition of enterprises is the competition of talents, and to talent showing itself in the competition, enterprises must realize the importance of human resource management and establish a set of scientific and perfect performance management system. Performance management is the core of a human resources management system which can improve the progress of enterprise management. Traditional performance management focus on financial goals and measure business performance by it, but ignores the role of non-financial goals, as a result, the performance management system is unable to play its real role. However, balanced scorecard can meet the requirements of the development of enterprises, facilitate in dealing with changes of the external environment, and realize the strategic target of enterprises.This paper aims to design a performance management system for JY company with the theories of Balanced Scorecard and strategy map based on the actual performance of the company. Firstly, a general introduction to performance management will be presented, followed by the analysis of current performance management of JY company. Then JY company’s new performance management system will be established and finally recommendations on how to put it into practice and achieve the expected outcomes will be put forward.The design and implement of performance management system based on balanced scorecard for JY need to be improved and perfected in practice. The research is supposed to have positive significance to the private enterprises’ using the balanced scorecard, and improve the enterprise’s core competitiveness and the level of performance management.
