A Study On The Reform Of Rural Land Property System

Land is the basic means of production and the most reliable guarantee of life, the rural land property rights system is one of the basic system to promote the development of agriculture, is the core of the rural economic system, not only directly related to the vital interests of the broad masses of peasants, effectively solve the problem of Agriculture, rural areas, related to the farmers, and ultimately affect the development rural productivity, have a significant impact on China’s political stability and social harmony and development. Throughout history, every time the rural land property rights system reform to agriculture and rural economy have had a tremendous impact, the party and government have always attached great importance to the "three rural issues".With the development of industrialization, accelerating the urbanization process, Pingluo County in Ningxia with parts of the country, in the rural areas there is farming population aging, extensive management of agriculture, rural village hollowing, young farmers, non-agricultural rural population in different places and "who are farmers?", "How to farm?" such kind of new situations, new problems. Pingluo County take the reform and innovation of land management system as the breakthrough point, to the rural collective land is the right certification based, with the scale of land management as the starting point, carried on the positive exploration in rural land management basic system construction, new agricultural management main body cultivation.In this paper, the progress of experimental work to compare the Pingluo County reform, efforts to test the property system reform in rural Ningxia Pingluo County Land and Ningxia and even China’s rural land property rights system reform and put forward some suggestions and theoretical guidance. According to the theory of property rights theory, institution and its change, the historical process of Chinese established since new China rural land property rights institution were reviewed, analysis and reflection. On the basis of Pingluo County, according to the situation of the rural land system reform carried out by the country to reform pilot area construction of the overall requirements, conducted a comprehensive review and summary, and makes a deep and systematic analysis. The first part of this paper introduces the research background, research content, as well as the domestic and foreign research about the situation of land property right system. The reform of rural land property rights system on the basis of the second part. The third part introduces the Pingluo County rural land property rights system reform experiment condition, and the existence of the reform of rural land property rights system of local problems and causes are analyzed deeply. The fourth part puts forward to perfect the system of rural land property rights reform in Pingluo County proposal, put forward good top-level design, play a role in leading and promoting legislation, perfect the policy supporting system, standardizing the land contracting right of management circulation, strengthen the construction of management main body of land reform, establishment of performance evaluation system, increase policy support and funds guarantee intensity and so on.
