| Urbanization is the necessity of China’s economic and social development to a certain stage,accords with the general law of social development. The concept of new urbanization is based on China’s national conditions, is to ensure national food security, vigorously develop modern agriculture, industry, and the result of the urbanization. How to make the optimized allocation of land resources, and realize the maximum value and sustainability of land use, are the major problems facing the new urbanization construction in our country, and at present our country’s land system has become the optimal allocation of land resources in our country and new institutional obstacle of the development of urbanization. Based on this, this paper in guangning county as a case analysis, through the questionnaire survey clear obstacles in existing land system reform and innovation, so as to put forward reasonable new land system reform in urbanization path.This article, the first comprehensive combing new urbanization and land system related theory, based on the analysis of the relationship between the new urbanization and land system;Then, summarized the changes of land system in China, analyzed the experiences and lessons of land system reform, and from the land property rights system, land circulation system, land expropriation system, the land income distribution system four aspects analyzes the existing land system constraints on the development of new type of urbanization; Through to guangning county as an example, through field survey the analysis of the existing land system reform and innovation in China; Finally, according to the results of field investigation, take targeted measures, on the basis of the theory of land system reform related, use the experience of the practice, in land reform pilot around based on China’s economic and social development, in accordance with the requirements of the new urbanization, land system reform proposals are put forward. |
