The21st century is the knowledge economy era, which based on the knowledge, intelligence and innovation ability, human resource is becoming the first resource of the enterprise development and social progress. As the scarce human resource, Scientific and technological talents (abbreviated as STT) has become the carrier of innovation spirit and innovation ability, and is the key to promote the development of science and technology. The training and selection of a batch of science and technology talents with high both quality and level, is the fierce international competition to achieve the premise of a certain competitiveness for China’s oil enterprises. Scientific and technological talents evaluation (abbreviated as STTE) is an effective way to discover talents, and the scientific and technological talents evaluation system (abbreviated as STTES) is an important selected technical guarantee for talent.The purpose of STTE is the development and utilization of talent resources. The drilling engineering institute of technology of Z oil field bears the task on the drilling technology development and company technology progress. Under the condition of workers decrease and profits increase, effectively development and utilization of the existing STT resources, revitalize the talent assets, establish a fair and reasonable evaluation guide of STTE, fully mobilize and exert the existing enthusiasm, initiative and creativity of STT, is A current drilling technology talented person troop construction priority.This study based on the analysis the domestic and foreign related literature of STTE, combined with the status quo of the STT team construction and STTE, analyzes the problems existing in the STTE, aiming at these problems, puts forward the design thinking design principles and construction steps for STTES. On the analysis of the basic quality and job duties of STT of A drilling institute, guided by the Sinopec staff core competency model of science and technology personnel, to determine the indicator system and evaluation standard of STTES. Through extensive advises for the leaders, experts, and part of the views of the professional and technical personnel, and on the basis of repeated proof, using the expert evaluation method to determine the weight of each dimension index factors, finally design a set of complete STTES of A drilling engineering institute of technology. To test and verify the scientific nature, rationality and feasibility of STTES, this study applied the STTES on A drilling engineering institute of technology courtyard2014professional and technical position evaluation, an empirical way proved that this STTES of scientific and reasonable.
