Study On The Development Strategy Of Shale Gas In China Based On Scientific Development View

The shale-gas in China has its own characteristics in geological conditions, management system and market operational mechanism.Despite that advanced technology and management experience could be used as reference, the shale-gas development in China is still limited by the relatively poor production technique, lack of management experience, great cost of winning and the tough mining environment.Therefore, the new ideas and new patterns which are consistent with our national circumstances and the new techniques that is suitable for the special geological conditions of shale gas are in urgent need. China’s economy is entering the new normal state, shale gas exploration and development companies have been faced with the common problems of poor economic benefits because of the continuous depression of oil price and the impacts from the advocation of low carbon economy. Thus, it is of great significance to study the strategy of shale gas exploration based on the scientific development concept.Based on the analysis of research status in the management of shale gas and an adequate understanding of the successful experience of foreign countries, the paper tries to find out the problems existing in shale gas exploration of China. To solve theses problems, the paper proposed three great strategies which includes accelerate development, steady exploration and delayed development from the perspective of scientific outlook on development. Meanwhile, according to the effects probablely brought from different strategies,the strategic evaluation indexes of social and economic contribution, influence on the environment, advanced level of the technique and resources application are determined. The selection of optimal strategy is based on the comprehensive assessment of the different strategies, which includes that determining the index weight and assignment by analytic hierarchy process or expert scoring method.Afterwards,for the selected strategy, the related measures to accomplish the strategic object of shale gas exploration should be studied deeply, including that the investigation of resources potential,the establishment of shale gas development and experimental zone, breakthrough in core technology of exploration, construction of a new system, improvement of the regulatory system and the development of green shale gas exploration projects.
