Public Policy Innovation In Border Trade

Dongxing is located at the end of the southwest coastline of China and only separated from Vietnam by a river, the geographical position is very superior, border trade as a pillar industry of Dongxing, developing rapidly in recent years,which greatly promoted the economic and social development of Dongxing and the improvement of people’s living level. With the launching of CAFTA and the construction of the development and opening up of Dongxing state key experimental area, Dongxing ushered in the further development of historical opportunities. However, due to the weak industrial base, start late, development of border trade in Dongxing is also facing many problems, such as the concept of backward, weak infrastructure and administrative system control etc... Along with our country’s downtown pressure on the economy increase, difficult to continue the traditional model of economic development, and the Dongxing municipal development later, the structural contradiction of tradition is not prominent, therefore has certain advantages in economic transformation and structural adjustment. In the face of these challenges and opportunities, how to find a line with their actual path of development has become the key to the further development of the new situation, this paper will discuss this problem from the angle of public policy innovation. The Third Plenary Session of the eighteen Committee of the Communist Party of China clearly affirmed the decisive role of market in resource allocation, promoting the further development of border trade, innovation of public policy, the core is to deal with the relationship between government and market, government’s functional positioning and clear boundary of responsibility, straighten out the administrative system, a good grasp of Dongxing Experimental Zone "pilot" opportunity to vigorously promote the reform of to achieve a breakthrough innovation, from the aspect of public policy formulation, implementation and supervision, etc.. For the public sector, the policy innovation to better adapt to the requirements of economic development, maintain the market order, not for innovation to innovation, this paper focus on border trade, based on a large amount of investigation and detailed data, from the concept of innovation, to seek for innovation in administrative decision-making main body relations and increase infrastructure and the supply of public services and other aspects, to explore in the "border trade development road of new normal".
