The country in a critical period of economic and political restructuring, significant national conferences have set express goals for the reform of state-owned assets management system, and have put forth suggestions and requirements of transforming the operation mode of public institutions to promote its innovation and development. Against this background, the research concerning public institutions which control numerous national resources as well as their operating state-owned assets can be quite fundamental. Therefore, this paper, by literature analysis, case studies and descriptive research, formulates related basic concepts and theories of operating state-owned assets of public institutions, and conducts profound analysis on them in accordance with public administrative economics as well as the history of public institutions and operating state-owned assets. Through this, the paper would like to give a systemic demonstration of the present status, problems and tendency of operating state-owned assets of public institutions, and find them a feasible future path of reform. Finally, the trial results of different models are applied to the reform plan of XX Engineering Institute in Yunnan Province to bring up new ideas for its reform of state-owned assets management system, based on which, the author propounds advice for the objective and method of the overall reform of operating state-owned assets of public institutions. Operating state-owned assets of public institutions are actually a combination of social welfare and economic profit, so we need to make clear the status and nature of public institutions as well as the ownership rights of assets of different natures, and perform effective supervision on asset allocation and financial budget. Only in this way can we forge non-profit public-service institutions that conform to the on-going economic and social development and provide comprehensive complements to meet public needs and fulfill national development aims.
