At present, under the situation of deepening social change, rapidly developing economy,and accelerating the pace of structural adjustment, the non-public economy is facing many newsituations, and new problems. Also all kinds of non-public economic organization of chamberof commerce and industry emerge as the times require. In regional economic development, itmakes a difference in contact, communication, coordination, and maintenance, and providessupport and services for the government and the development of non-public economy. Chamberof Commerce and industry because of its special property and social status is the important linkto realize the contact between government and businessmen, merchants and businessmen,merchants and society.In the development of non-public economy, trade associations gradually move towards a healthy and effective developing track and play a role in helping as well as accelerating the economy. Meanwhile, they achieved the optimal allocation of resources and became an indispensablepart.rade associations have various functions and distinctive characteristics of the times in different economic regions of different historical periods. In more than30years since the reform andopening up, under the support of the Party’s policies and laws, the non-public economic industry chamber of commerce has become a closely related part of the development of the non-publicsectors of the economy.However, owing to the late beginning and weak development of the non-public economy, some industry chambers of commerce guided by association of industry and commerce were newly established and immature. So they cannot fully play their own functions as industry chambers of commerce. Changqing district, as a new district in the provincial capital, has developed very rapidly in economy. The establishment of the non-public economic industry chamber of commerce, in particular, has contrived and consummated a way met with the regional reality for the healthy growth of the non-public economy and led Changqing to reach a higher and better level gradually. But there exist some problems in front of the achievement. The economic aggregate is not huge, and the financial guarantee ability is still weak; it is difficult to fully and completely implement national policies.The standardization of trade associations needs to be strengthened. The standardization of the outlay which is used for the activities of associations still needs to be improved. It is needed to be further discussed that how to exert the function of trade associations in non-public economy. According to the situation of trade associations in Chang Qing,combining with the background and current situation of the changing functions of the economic trade associations,in our national non-public economy and through studying the typical cases,we can combine macro analysis with micro analysis, empirical analysis with normative analysis together to discuss different kinds of problems that occur in the development of the trade associations in non-public economy and then we need to put forward countermeasures from the perspective of country, government and trade associations. We hope that it will provide some help to the development of the trade associations in Chang Qing or even our country.
