The county or township government is the basic rural administrative unit in the rural area. It is the lower-most echelon of all the governments on all levels. They are constantly in direct contact with the peasants and responsible for the complementation and the enforcement of regulations an law in the country side. And they represent the power-that-be to organize various public constructions and infrastructures and provide product and related service to the peasants. Our country is in the primary phases of the socialism development and the phase will last quite a long time. Due to the imbalance between the development rate between the rural and urbane area, the Three Rural Problems is much to be solved. The crux of the task of developing China in all-around-way and the realization of the modernization nationwide lies in the rural area. Since China's open-up policy and its economic revolution the rural economy has made very great progress. But problems do exist. Such as :a lack of resources and the problematic mechanism in the country side, and the unsatisfactory infrastructure, backward and inadequate public service, low income of the rural family and low living standards and etc.At the same time, there exists a overriding gap between the rural and urbane economies. If we do not transform the role played by the rural administration and let the problems escalate, it will wreak great havoc on the smooth economy development and the stability of the society and impedes the process of building the new China in an all-around way. Perfection of the local rural government is the key to the all-around development in the country side and well go a long way towards the solution of various problems .To build a socialism-oriented new countryside is a new conception created by the 16th NPRCC meeting. It can be generalized as follows: Productivity highly developed, high living standards, civilized countryside a clean clear village, a democratic managing way. The implications of the conceptions is far-reaching. Not only the infrastructure, the roads and irrigation system but also, most importantly a more reasonable and logic distribution system and the fabric of the rural structure will be built .The academic circle has just yet embarked on the task of studying this subject and much fruitful and conclusive results are yet to be waited upon. And with the lapse of time the theory will become more mature and will be enhanced.Based on the theories and hypothesis analyzed aforesaid, this paper will focus on the determining factor that affect the transformation of the role played by the local rural administration and will give some recommendation of suggestions on how to make things easier in the big complementation of all these tasks.The paper is divided into three sections:The first one will try to dissect the role played by the local rural government based on their performance in the mechanism revolution since the opening-up of China.The second part will try to deal with the various problems that have a high incidence of happening in the local rural area and its ramifications on its role-switching process. As we all know, finance is the life blood of any functioning organization .So we will give some attention the financial predicament confronted by the local government and some advice on how to make things better.The third section will come to a spontaneous conclusion and some well-thought-up suggestions will be given on how to transform the functions of the local rural government.
