Research On Financial Management Mode Of State - Owned Farm

Financial management plays a very important role in enterprise management. It runsthrough all aspects of business management activities, provides the security basis for theenterprise development, and ensures enterprise value maximization. Currently, the mode ofstate-owned farm CY is the mixed financial management mode with scientific concepts,integrated financial objectives and harmonious financial relationships. But there are still someproblems which significantly affect the management and development of farm CY, forexample, the property rights is not appropriately allocated; the staff management organizationstructure is not complete; the financial control systems and processes are not perfect; thefinancial supervision audit is difficult to run and the financial management operation basis isrelatively weak. Therefore, it’s essential to promote financial reforming, discover financepotential, enhance financial management abilities, improve financial management operationmode, make financial management mode complete and adapt to the status of farm CY.In this study, we take agricultural enterprise state-owned farm CY as an object. We searchfor literatures, summarize the results and theories of financial management mode. Based onsuch theoretical basis, we summarize the characteristics of the financial management mode ofthe state-owned farm CY. Meanwhile, we also investigate the financial status ourselves, andreevaluate it from a new perspective. Based on above analysis, in terms of optimizing financialmanagement mode, we propose some optimization plans about holding the “degree” ofcentralization and decentralization properly, optimizing the staff organization structure,strengthening the budget and financial management control, establishing a complete financialoversight audit system. Furthermore, we also provide some safeguards regardingunderstanding the financial management objectives clearly, improving the qualities of workingstaff, introducing the financial control information technologies and improving the abilities ofthe financial management staff, so that the financial management operation mode of farm CYcould run effectively and the farm could develop smoothly and sustainably.
