Global warming is a current environmental problem that can’t be ignored. Populationincrease, rapid economic development and energy consumption rising causes the ecologicalenvironment is deteriorated. For a long time, agriculture as an important part of the nationaleconomy asks for the huge demand for energy and materials. However the existing agriculturaldevelopment pattern, basically, relies on the consumption of resource in exchange foreconomic growth resulting in shortage of water resources, decline in the quality of arableland and other issues, reduce agriculture emissions has become the agricultural development isurgently needed. Facing the scarcity of resources and ecological environment worsening, as animportant economy of food supply, to reduce carbon emissions in agriculture, development oflow carbon agriculture in Heilongjiang reclamation area is an inevitable choice. Research on theselection of main agricultural goods and materials consumption, the mechanical energy, powerconsumption, rice, ruminants and so on, ten agricultural carbon emission sources, calculated theagricultural areas and agricultural carbon emissions during2000-2012. Results show thatagricultural carbon emissions of Heilongjiang province is increasing year by year, and theaverage annual growth rate is as high as7.49%, but present downtrend per unit of GDP carbonemissions with the average annual decline rate of8.11%suggesting that agricultural areas inthe low carbon agricultural development has been made certain achievements. In the agriculturalcarbon emissions,rice, fertilizer, diesel oil and ruminants cattle produce more carbon emissions.Based on the results of calculation of carbon emissions, qualitative analysis on the influencefactors, the exploration on policy factors, grain yield factors, the technical level of agriculturalproduction, and agricultural industrial structure factors, it has been found those have influence ofdifferent degree in agricultural carbon emissions levels. Finally by the method of multipleLinear regression to empirically test the impact of factors, the results show that grain yield factorof carbon emissions is most significant, that the agricultural carbon emissions prove a positivepromoting role, the main reason is that the pursuit of food production led to more agriculturalmaterials input, produce carbon emissions increase; that agricultural industrial structure maycause pressure of carbon emissions, and that environmental protection investment, the level ofagricultural technology prove a negative influence in carbon emissions. Because environmental protection funds into the technology and equipment of low carbon development is graduallyperfect, at the same time, technical progress in improving the production efficiency, leaded to thecarbon emissions reduction.At present, the development of low carbon agricultural areas focuseson the agricultural technology on supporting system, and improve the utilization efficiency ofmaterials, transformation of the agriculture energy structure for consumption, and optimizes theindustrial structure system, etc., in order to achieve the coordinated development between regioneconomy and environment.
