The rapid development of global Internet technology, has changed the traditional business model to a large extent, pay attention to the experience and perception of the sales model, has brought new opportunities for the communications industry. This paper takes Hebei Telecom as a case study how to gain the competitive advantage in the social environment, technical environment, economic environment of traditional telecom operators, and ensure the sustainable development.This topic is based on the analysis on the domestic and foreign research using the PEST analysis method for system of Hebei telecommunication business environment, in order to describe clearly the current business environment of Hebei telecom. According to Hebei Telecom’s competitive advantage and competitive disadvantage, and the external opportunities and challenges, the analysis method of construction using SWOT analysis matrix, the formation of Hebei Telecom to participate in the competition in the industry SO, ST, WO, WT strategy framework. Finally, reconstruction of Hebei telecom business strategy and operation mode, and establish the necessary security measures in the reform.
