Our country’s economy has been developing rapidly since its accession to theWTO in2000, the market demand for resource products continues to expand.Guizhou province is the main regions to supply resource products to our wholecountry.And during this time,the economy of Guizhou province has been improvingrapidly.However,because of Guizhou resource-based enterprises exploit the resourcetoo extensive and waste many mineral resources,the phenomenon of the mineralresources has been supplied shortly right now.The growth of shortage in mineralresources and the expansion demand of market is very outstanding.And the problemwill be remitted,if Guizhou resource-based enterprises implement the strategy of“going out”.However,in recent years,most of the research on the strategy of “going out”isconcentrated on developed countries.Only less of the research is related to developingcountries.The study of our scholars focus on the eastern coastal area mostly.As toGuizhou province in the western region,the research of “going out”theory is verylittle.This paper focuses on the theoretical reach,the problem of insufficient resourcesof Guizhou enterprises to carry out the strategy of “going out”,and it is concluded thatsuited to the path of the resource-based enterprises transnational in Guizhou in theend.The innovation of this paper is mainly focused on putting forward the “strategyof convenience”.In this concept,convenience is mainly embodies in three aspects:regional advantage of convenience,the advantage of complementary industry and theconvenience of industry phase difference.So,according to the requirements above,wemake the asean countries:Vietnam,Myanmar,Laos and Cambodia as the target market.To make the qualitative analysis of “convenience” among Asean countries andGuizhou province and determine whether the association of Asean countries issuitable for Guizhou resource-based enterprises to carry out the strategy of “goingout” as the target countries,in the third part of this paper I use the SWOT analysis toanalyze the regional environment of Asean countries and Guizhou province.And theanalysis is concentrated on these following things:geographical environment,culturaland political environment,economic environment and the stage of industrydevelopment.Eventually come to the conclusion that making the Asean countries as target countries of strategy implementation conform to the requirement of strategy ofconvenience.After determining the target countries,in the fourth part of this paper we analyzethe comparative advantage of Guizhou resource-based enterprise to find out thesuitable path for Guizhou resource-based enterprise to carry out the strategy of “goingout”.And the analysis focus on technical advantage,resource deep processingindustrial chain,industrial facilities and capital&talents advantage.At the end of thispart,we take Wengfu Group as an example for analysis,found in Guizhouresource-based enterprises above comparative advantage is widespread,and thatprovides many strategic path for selection.Because there are many path to carry out transnational operation strategy andeach path has its adaptability and characteristics,according to the problem,combiningthe comparative analysis of Guizhou resource-based enterprise and targetcountries,we could obtain the suitable path of strategy:a new mining resourcesinvestment,M&A, industrial transfer and the “localization”.However,these strategiesalso have difference,so this article subdivide the strategic path and correspond todifferent target countries.In the sixth part,to ensure the smooth implementation of convenient strategy of“going out” and according to the analysis above all,the guarantee measures are putforwad.Measures are mainly focus on the government’s policy,enterprise system andprevention.Above all,we think that Guizhou resource-based enterprises make Aseancountries as the target market to implement the strategy of “going out” is feasible andnecessary. And Guizhou resource-based enterprise make the strategic positioning inthe strategy of convenience according to their own characteristics,the target marketfocus on Asean countries: Laos, Myanmar, Vietnam and Cambodia.This hasinnovativeness and makes supplement to the transnational operation.It’s the focus ofthis article innovation place as well.
