Study On The Problems And Countermeasures Of Basic Endowment Insurance In Jieyang City

As the socialist market economy reform has been carried out and developed deeply, how to establish and improve social insurance system especially social endowment insurance system has become the focus of Central Committee, State Council and all social parties. In a certain sense establish endowment social insurance system is the key to keep the sociality stable in a long time. It is the heart of social insurance system, because involved in a wide range with large size capital scale in a long balance of payments period. It connects closely with peoples’ lives and the social stability. However, disturbed by many issues, endowment insurance fund is confronted with heavier pressure of the payment. The stability of endowment social insurance system is challenged.This paper studied basic endowment social insurance system of Jieyang City. It firstly elaborates the concepts, characteristics, international reform, and development trend. As well it briefly reviewed the establishment and the reform of enterprise workers endowment social insurance system, and summarized the basic situation of Institutions and country endowment social insurance system, and analyzed the management responsibility of Finance support. According to the collected materials, the paper analyzed the current situation and problem of endowment insurance fund. Then it discussed the reason of balance of endowment insurance payments disequilibrium, for example, the fund shortage, the heavier pressure of the payment, the imperfection of related policies, and the lack of good management. Finally it presented that it is necessary to broaden the endowment insurance fund, reduce the pressure of the payment, improve the supervision and management, and to preserve and increase the value of the endowment insurance fund. In this way to provide well targeted suggestions to the long term development of Jieyang endowment insurance fund.This paper analyzed the current situation of Jieyang endowment insurance fund in a qualitative way to figure out the reasons of the payments disequilibrium and to offer suggestions.Currently there are many studies of endowment insurance fund balance in macro perspective, but less of Jieyang special case. Therefore it is necessary to analyze the main problems and the reason of these problems, then to analyze how the local financial support balanced development of basic endowment insurance fund.
