After China’s accession to the WTO,the domestic financial market has gradually opened, and many foreign banks begin to enter the market. It makes the state-owned commercial banks be faced with enormous challenges. From the current development situation, there is some gap between the state-owned banks and foreign banks in the management level. Thus,improving the management level of state-owned commercial banks is an effective measure to strengthen the competitiveness of state-owned banks. The improvement of management level of state-owned commercial banks shall be carried out from several aspects, and performance management not only occupies an important position in human resource management but also can reflect the management state of banks to a certain extent, as an important part of bank management. Research on performance management of the state-owned commercial banks can make a clear knowledge and understanding of the performance management of the existing state-owned banks, to analyze the problems existing in the performance management of state-owned banks, which is beneficial to the promotion of management level of state-owned commercial banks.This paper mainly takes the method of case study and takes B Branch of Industrial and Commercial Bank of China(ICBC) as target. Firstly, relevant theory basis about commercial bank’s performance management, including concept, status, object, function and management framework of it is introduced, after which commercial banks’ several common methods for performance management are concluded and compared. Then there’s an analysis of ICBC’s B Branch’s present performance management, while existing problems and reasons of them in performance management of B Branch are pointed out on the basis of evaluation of B Branch’s performance management and findings of questionnaire. Finally, aiming at Branch B’s existing problems, corresponding mending thoughts about performance management are proposed which focus on balance of scorecard’s application as well as design and refinement of performance management process. Difficulties and problems in enforcement of performance management are also concluded.By arranging its performance management theory and comparatively analyzing the method, as a case study, this paper combines Branch B’s existing condition in performance management as well as finds out existing problems in this process and solves existing problems using relevant knowledge. Applying theory to cases and then conclude theory from cases, this paper hopes to serve as the reference for refining Branch B’s performance management. On the other side, it is hoped that by studying B Branch, some advice may be raised for enforcement of our nation’s branches, which will be of theoretic and practical value.
