In the reform and opening-up and two waves of entering the WTO, the state policy has adjusted the agricultural industry, making China’s dairy industry has a lot of development both in production and consuming in the last two decades. China’s dairy production has changed the state of hovering at around 5 million t in the early 1990 s to 26,980,300 t in 2013,the state’s consumption of dairy products grow at the rate of 439.61%, but China’s dairy development is still living in the posterior in the whole development of farming. The change in the dairy supply and demand as well as the dairy tariff cancel with the accession to the WTO and the subsidies slash of dairy export, made the country became a net importer of dairy products from the mid-1990 s, and in 2013 Chinese imports of dairy(milk equivalent) came to the first place in the former world top ten in dairy imports.Imports surge in the number is bound to affect the development of domestic raw milk production and dairy processing industry. Facing the huge trade deficit of dairy products, we analyze the characteristics in dairy products import and factors affecting trade in dairy products import and export trade of China’s so to put forward specific recommendations for healthy and sustainable development of China’s dairy industry, which is important. In this paper, we start from the status of the domestic dairy industry after analysis of the characteristics of the system in import and export trade, and analyze he specific factors of China’s dairy imports through a combination of theoretical and empirical approach.
