In the world, the global economy has been transformed into a new economic form, of which the typical characteristics are high intelligence labor, knowledge-based economy and information economy. Innovation and entrepreneurial activity, as a bridge of science and technology into realistic productivity, has increasingly become the engine and an important driving force of the national economic and social development. In addition, the government around the world has raced to establish encouraging innovation and entrepreneurship as the national strategy. Regrettably, however, business enterprise in china shows a low level in both quality and survival rate universally, according to the 2011 Global Entrepreneurship Monitor(GEM). As the core of the entrepreneurial process character, entrepreneurs’ entrepreneurial competence directly relates to entrepreneurial success. As a consequence, how to improve the entrepreneur entrepreneurial competence is the current problem to be resolved in practice.In this paper, from the aspect of entrepreneurial competency, the methods of normative research, questionnaire survey and empirical analysis are employed based on inductive analysis of the relevant references. Characteristics of multi-dimensional structure, as well as the mechanism of the interaction between entrepreneurial competency and entrepreneurial performance, are revealed. Combining the adjusting effect of the regulated variable of external environments on the above-mentioned interaction, the mechanism of internal process of conversion from personal ability to business success is clarified. Thus, the comprehensive model is built, which is based on the relationship between entrepreneurial competency and entrepreneurial performance. In the end, the corresponding countermeasures are put forward. The contribution of this paper includes:1. The concept that entrepreneurial competency is multidimensional is proposed. In the region of Nanjing, entrepreneurial competency is proved to be consisting of chance, relationship, organization, concept, strategy and commitment, by the empirical test. Therefore, the scope of the six-dimensional model by Thomas is further broadened, and the results contribute to the development of assessment tools for entrepreneurial competency in Nanjing.2. Results of empirical test illustrate that entrepreneurial competence and entrepreneurial performance show a significant positive correlation, and different dimensions of entrepreneurial competence will have different influence on entrepreneurial performance. The adjusting effect of environmental characteristics, including dynamic and competitive property, on the relationship between entrepreneurial competency and entrepreneurial performance is also different.3. From the analysis, success rate of start-ups can be significantly increased by the ascension of entrepreneurial competence. the conclusion is not only to provide theoretical basis and powerful support for entrepreneurs to consciously cultivate their entrepreneurial competence, but also to give urgent request for more attention on the entrepreneurship education and training, as well as the entrepreneurship policy support from the government, college and related organization.
