With the new business environment of Global Economic Integration, Most of Enterprises urgently need to integrate all kinds of the resources to improve operation efficiency and management level. As the core of the information construction, Management Information System become the best choice and the only way for enterprises to enhance their competitive advantage. For the medium and small-sized Enterprises, a choice they should make whether to go on at the leading edge of the information technology or within their capabilities, has always been a problem, when Enterprise need to decide to information system investment. The timing of the information system investment is very important and that can affect the overall operation performance. Therefore, how to select the appropriate timing to upgrade information system investment is the hot spot for the small and medium-sized Enterprises(SMEs).Under the background of the information technology developing, this paper built the timing selection model by the research method of traditional mean regression and quantile regression, with point of the economic performance of information system investment. This model help the Enterprise with the problem of information system updating timing. And more comprehensive and objective analysis on the trend of investment performance in the operation of the enterprise information by the operating time. Design quantitative indicators to evaluate comprehensively economic performance in the investment of enterprise information construction. In the design of the information project investment income index, fully consider the influence factors of the profits resulting not from the information system part. In the design of the information project investment cost index, with the point of investment returns, considering the influence factors of depreciation of the enterprise information project construction cost. Design the questionnaire, collected economic performance and the information related data of nearly 500 companies in China. Analysis on the mean and quantile regression method to verify time choosing model and conclude that the optimal upgrade investment time to solve the problem of enterprise information upgrade investment timing selection.
