Research On The Protection And Development Strategy Of Beijing Historical And Cultural Block

Since 1999,Beijing have drawn 43 pieces of Historic Conservation Areas, including 33 pieces of Historic Conservation Areas in old city which covers 1967 hectares, accounting for about 31% of the old city.In recent years, under the guidance of <Beijing city master plan(2004-2020)> and <Conservation Planning of 25 Historic Areas in Beijing Old City>, the protection of Historic Conservation Areas in Beijing have made remarkable achievements, especially the remediation of landscape, the restoration of cultural relics and the revival of the traditional industries, etc. But with the speeding up of urbanization, the long-standing problems such as excessive commercial development, traffic disturbance, the low-end of population, environmental destruction gradually highlight. All these problems affect the living of resident, and have been criticized by the scholars.At first, this paper analyzes the meaning of protection and development, demonstrates the dialectical relationship between protection and development, and proposed that urban renewal is the unity of opposites in the protection and development, a special development mode of Historic Conservation Areas. The renewal of social structure that people(the original inhabitants) progress or the invasion of new development is the key to renew Historic Conservation Areas.Thereafter, the paper through the success of the historic district of city of East and West update case to verify the relation of unity of opposites between protection and development, to verify the correct regional function positioning, new social structure optimization, new strength enter, the establishment of complex local interests of business entities, land use control, support the residents of housing policies is successful experience in common.At the end of this paper, based on the open questionnaire survey and statistical data, this paper indicates the status and difficulties of Shichahai historical conservation areas. With SPSS this paper use IPA analysis of survey data from residents, namely satisfaction-importance analysis, draw the policy direction of residents look forward to, and proposed to adjust the functional orientation, optimize the industrial structure, improve population structure, strengthen the real estate management and management of protection and development strategies.
