In the December 2006, the CBRC has adopted lots of liberal policies to the rural area banking access.Inner Mongolia was one of the first pilot rural banks.The CBRC began to explore the model of development of the rural banks. Nowadays,Inner Mongolia, from the pilot to establish rural banks have eight years of development. In this eight years, The government has supported the Inner Mongolia rural banks to serve the local "Three Agriculture, animal husbandry".the Inner Mongolia rural banks has contributed their force to the development of agricultural economy. Now Inner Mongolia Rural Bank has covered the region of 12 Union City, Inner Mongolia rural banks play a very important role in the rural financial sector.This paper takes the Inner Mongolia rural banks as the research object,bases on the combination of empirical specification, quantitative analysis and qualitative research methods and describe the combination of analysis of Inner Mongolia current development of village banks, and explore the internal and external constraints of Inner Mongolia rural banks in the development process. There are lots problems:the risk of a large customer base, the rural credit environment is undesirable, policy support is not in place, financial regulation is not standardized; internal factors, market positioning deviation, lack of funding, risk control deficiencies, lack of expertise, innovation capability is weak. These problems limit the development of Inner Mongolia rural banks, making it difficult to maintain sustainable development.This paper based on the issues of the external environment and internal factors in Inner Mongolia village banks and made specific recommendations.
