With the world economy stepping into a new stage of service, the service tradehas also become the main force of international trade, growing rapidly. Internationalservice trade tends to reflect the overall competitiveness of a country or a region inthe international economic arena. Attaching importance to the development ofChina’s service trade, actively seeking the breakthrough of the development ofservice trade, combining with the new rules of international service trade, hasbecome the only way for China to become a trade power.On July 3, 2013, the Overall Project of Experiment Plot of China(Shanghai)Free Trade Zone was generally approved at the executive meeting of the StateCouncil, and on September 29 of the same year, the Experiment Plot of China(Shanghai) Free Trade Zone was formally established, referred to as Shanghai FreeTrade Zone, or Shanghai Free Trade Zone. Shanghai Free Trade Zone was born in thenew situation of tough international competition and the urgent requirements of thedeepening of reform at home, China must change the mode of economic development,so as to adapt to the new requirements of the liberalization of international trade,vigorously developing service trade, as well as optimizing the trade structure. As an“experiment plot”, one of the most important tasks for Shanghai is to open the doorto the outside world, forcing structural reform, so as to provide Chinese service tradewith the experiences of “reproducible” and “propagable” system and mechanismreform. The emergence of Shanghai Free Trade Zone marks that China has entered anew period of internationalization construction.At present, the resource bonus of China is gradually shifting to the bonus ofreform and innovation. Under the promotion of decentralization and market-orientedreform, China’s economy will usher a new economic growth point. Among them, theservice industry will enter the important period of accelerating development, andservice trade will also face an important development opportunity. How to speed upthe degree of opening of service trade will become an important topic for the nextperiod. This paper uses comparative study approach, and it conducts comparativeanalysis of the positive and negative effects of the liberalization of service trade inShanghai, comprehensively evaluating the effects and roles caused by theliberalization of service trade in Shanghai. Based on review of the world service tradeand the development status of China’s service trade, it obtains that service trade is thetrend of times in the future. And it also carries out generalization according to theactual situation with regard to the problems existing in China’s service trade and theprocess of liberalization of service trade in Shanghai, pointing out the challenges infront of the liberalization of service trade in Shanghai. In the introduction of theprocess of liberalization of service trade in Shanghai, through the analysis of negativesituation at home and abroad, it points out that as an ongoing exploration there aresome initial development basics and institutional strengths in front of thedevelopment of service trade in Shanghai. It also needs to face the domestic situationas well as the restrictions and challenges of international situation in the futuredevelopment.Zone is the breakthrough of China’s reform and opening up and economic“going out”, its significance to the development of China is self-evident. Theliberalization of service trade of Shanghai Free Trade Zone will produce somepositive effects in many aspects, such as institutional and technological innovation,and its model learning effect as well as optimal resource allocation effect will greatlyenhance the level of competition in the market, effectively realizing scale economy.Accurately grasping and analysis of both positive and negative effects ofliberalization of service trade of Shanghai Free Trade Zone, based on effectiveprevention of negative effects, fully playing its positive effects, will provide a newperspective for the economic growth, structural optimization and upgrading anddynamic transformation in ordinary state of China...
