Analysis On The Effect Of Shaanxi Lantian Commercial Insurance Involving New Rural Cooperative Medical Insurance

Since the establishment of medical insurance system in China, this system have been played an important role. But for the urban and rural residents, especially for low-income families, when having serious diseases unfortunately, they are still easily to be faced with financial difficulties or even return to poverty. To solve this problem, six ministries and commissions under the State Council released’Guiding Opinions on the Provision of Critical Illness Insurance for Urban and Rural Residents’in 2012. According to this file, the remaining of both the basic medical insurance for urban residents and the new rural cooperative medical insurance is supposed to be used to buy serious illness insurance for urban and rural residents from commercial insurance companies, which aims to solve high medical expenses. Above is the research background of this article. The purpose of this article is to use micro-empirical method to explore the effect and potential problems of using commercial insurance to cover serious illness insurance. The research idea of this article is as follows:First, by reviewing the previous researches, build a certain understanding of how commercial insurance cooperate with basic medical insurance. Second, through deep research of the way and the effects of how new rural cooperative medical insurance combined with commercial insurance in LanTian, Shaanxi, we analyze the advantages and existed issues of this system. In the end, we select some domestic and international regions which this systems are built before issuance of the policy of serious illness insurance to analyze how they work and learn experience from them.
