A Policy Study On The Development Of Prefecture - Level Urban Export Processing Zones In Western China

Since reform and opening-up, China has established special zones supervised by custom according to international practices——bonded areas, export processing zones, bonded logistics parks and centers, bonded port area, Integrated Free Trade Zone, ect——in attempt to promote the healthy and orderly development of improvement trade. Export processing zones, as a major form of custom special supervised areas, played an active role in the development of regional economy, improve and innovate customs bonded and supervisory system in the healthy and orderly development of China’s processing trade. According to statistics of2011, China has examined and accepted53export processing zones,39of which is distributed in the developed eastern region, while6of them are in the central and8in the western region. There is a huge gap between the overall development in the west and the east, and the western region itself shows extreme unbalance. In conclusion, China’s export processing zones show eastern-Oriented pattern of development. At the same time, most of the export processing zones in the west are mainly established in capital cities, instead of prefecture-level city. Mianyang is currently the first and the last one in prefecture-level cities.Policy-making and operation of export processing zones play a decisive role in the development of export processing zones. Under such circumstances, the paper attempts to analyze the problems and reasons for the policy-making and running of export processing zones in the western prefecture-level city, as well as putting forward countermeasures and suggestions to achieve sustainable development. The applied methods include the bonded supervision theory, theory of the life cycle of the Export Processing Zone, the regional public management theory, regional industrial structure theory, literature analysis, the history of inductive analysis and field trips. The object of studying is the export processing zone in Mianyang. The study is divided into the following several parts: The first part is the introductory of the article. Analyze the background and significance of export processing zones in the western prefecture-level city. Introduce the concept, purpose, characteristics and functions. Briefly define the concepts and components on the policy system of export processing zones. Review the reports on export processing zones.The second part is the main part of the article. Compare the successful experience of Taiwan through introduction of development of export processing zones in China. The theory includes the use of bonded supervision, the theory of the life cycle of the export processing zones, regional public administration, and regional industrial structure. Gradually lead to the analysis of the steps of the program, and further into the advantages and disadvantages of western China export processing zone. Taking the example of Mianyang export processing zones, analyze the problem and causes of the western region prefecture-level city, in policy development and operational aspects. Then raise solutions and suggestions respectively to the central government I, local government and customs administration.The third part is the conclusion of the paper, a summary of the important conclusions of the article.
