Research On The Risk Of Investigating And Engaging In Rural Land Refinement Project

The promulgation and implementation of 《National Land remediation planning (2011-2015))) released signals of the acceleration of executing Chinese rural land remediation projects.As a traditional agricultural country, in the case of increasingly serious land resource, Rural land remediation projects become critical to" holding fast to the red line of18million mu of arable land".This paper selected rural land remediation projects bidding in this work to study, and was hoped to control the existence of the corrupt risk on the rural land remediation bidding in China.This paper analyzed the importance of rural land remediation projects under the current conditions, and discussed the contents of rural land remediation projects, bidding status and characteristics, by the methods of literature search and expert research, summing up the corrupt conduct, relating to the tender, bidder, tender agent and expert evaluation.With all corrupt conduct as an indicator, adopting the "five-point Likert scale" to complete questionnaire surveys which were tested reliability, analyzed validity, analyzed factor and analyzed correlation, deleting, merging and adjusting the relevant indicators Ultimately determining the index system with the expert opinions.Using FMEA (Failure Mode and Effects Analysis) as the main research method, combining ANP (The Analytic Network Process) to resolve the limits that FMEA classifies risk through Risk priority number (RPN), and basing on this establishing the rural land remediation projects bidding stage fraud risk models; adopting super decisions to resolve the model to obtain the various corrupt practices in the FMEA severity (Severity), the probability (Occurrence) is difficult to detect the occurrence and extent (Detection) under the three criteria the degree of importance, and to seek a comprehensive risk level sorting, analyzing all solution results.Finally, with GONE theory as theoretical support, analyzing the risk of fraud on the process mechanism, and on this basis, putting forward suggestions relating to the fraud risk control of the rural land remediation projects bidding.
