The Relationship Of Rural Land Remediation And Agricultral Industry Development In Hilly Region

Rural land remediation is an effective means to change the rural landscape and promote the agricultural industry development. combining it with the agricultural industry, which can greatly enhance the agricultural capacity of production, promote agricultural mode of operation transformation, fundamentally resolve deep-seated contradiction of the agricultural and rural economic development. However, due to late start of the practice of china’s land remediation, who don’t comprehensively understand of the connotation of land remediation and fail to recognize the mechanism of action between land remediation and agricultural industrialization or modernization, which result in the single of goal and fixed mode of former land remediation. Although land remediation create properly favorable conditions for industrial development, but it is difficult to rapidly advance the development of agricultural industrialization. Beginning in 2010, china’scholars get a better understanding about land remediation,who think that the dominant direction of development of the rural economy will be promoting the development of agricultural industrialization by land remediation, but how to use land remediation to achieve the agricultural industrialization,which is still a major problem. In response to national policy and guidelines, crack the current situation that land remediation is difficult to achieve the development of agricultural industrialization in hilly region, this paper bases on the comprehensive and different and typical principles, which select the different levels of economic development and have been implemented of two land remediation projects as object of study in Rongchang. Combining with the datas of field survey, this article makes use of Excel, ArcGIS 9.2, Fragstats3.3 and AHP, firstly analyses the influence about land remediation on the ability of agricultural industry development from four aspects of agricultural infrastructure, industrial development, degree of mechanization of agriculture, land use landscape pattern; secondly on the basis of analysing agricultural industry development capacity, which analyses land operating conditions changes of before and after land remediation from the angle of willingness of farmers, land transfer conditions, land use changes;thirdly summarizes systematically the rural land remediation and differences of agricultural industry development process, to reveal the mechanism of rural land remediation and agricultural industry development. Main contents and conclusions are as follows:(1) Two typical cases of qualitative analysis revealed that there were four aspects which limited the agricultural industry development in hilly region:①The weak of agricultural infrastructure, the imperfect of road network and irrigation and drainage system.②The low level of agricultural mechanization, the input ratio of three aspects of fund, technique, labor was unreasonable and the labor input was dominant.③The land fragmentation was seriously broken and the shape was irregular, which limited the agricultural scale business development.④The mode of operation of dominant industries showed family as a unit and decentralized management and small scale and scale effect was not obvious.(2)Rural land remediation caused the ability change of agricultural industry development.①Rural land remediation maked the distribution density, network status, quality grade of road facilities and irrigation facilities improve significantly, which created the objective conditions for agricultural industry development.②Land remediation enhanced the level of mechanization of agriculture,which did not only attract outside large-scale agricultural machines to participate in agricultural production, but also maked most farmers be willing to increase the mechanical inputs to weaken the labor intensity. the number of small agricultural machines showed chicken bus> thresher > tricycle> truck.③Land remediation enhanced land concentrated and contiguous degree, which improved the scale of operation conditions, patch density and shape index of cultivated land were optimized.④Land remediation led to the optimization of agricultural structure, industrial structure was biased in favor of dominant industries.(3)Rural land remediation caused changes of land operating conditions.①Land remediation maked farmers get out from the traditional thinking, who urgently desired to make use of land transfer or land-use transition or other ways to change the traditional business model and promoted agricultural economic efficiency.②Farmers continued to engage in agricultural production, who increased the investment of fund, technique, labor of the agricultural industry, which caused the level of land intensive significantly increased.③Land remediation attracted outside owners or agriculture specialized households to invest in agricultural production, which caused the land transfer object and the transfer area increased.(4)Two sample points formed consequences of agricultural industry development after rural land remediation. The first sample point fully maked use of existing resources and the function of professional cooperatives, which actively cultivated dominant industries to become the leading industry and established effective mechanism of "production, marketing and plus",which achieved business mode of the leading industries and other auxiliary industries common development. Due to the second sample point lacked of mechanism of effective guidance and training, farmers can only rely on their own efforts to promote industrial development, resulting in the adjustment difficulty of industrial structure, which was ultimately difficult to achieve the agricultural industrialization development.(5)Mechanism of action between rural land remediation and agricultural industry development.This paper analysed systematically the process from land remediation to agricultural industry development,the reserch fund that although the close relationship between land remediation and agricultural industry development, but it is difficult to directly bring the agricultural industrialization development. In order to achieve agricultural industrialization,the project region must enhance the capacity of industrial development and improve land management conditions and train agricultural industry, by above measures,the project region can achieve the agricultural industrialization development. In this process, it is very essential to explore the competitive resources and make fully use of the existing industries.
