Food safety is a problem-prone area of the society, food safety has become a focus of attention of all the community today. For one of a population of more than23million mega-cities, to keep food safety is a particularly difficult task in Shanghai. In recent years, the Shanghai municipal government regards food safety as an important part of the city public safety, continue to increase supervision, and achieved gratifying achievements, but the emerging of food safety incidents show that Shanghai’s food safety situation is still not optimistic.Food safety issues are complex, and a variety of conditions show that the lack of responsibility caused by inadequate responsibility consciousness of the regulatory authorities and their staff is one of the main causes of problems happened frequently in this area. But from the perspective of responsibility and the ethics of responsibility on food safety regulatory issues are. rare, so I decided to study the problem from this new perspective.This paper defines the concept of food safety, food safety supervision, and uses Max Weber’s ethics of responsibility and the ethics of conviction, combined with the knowledge of public management on the basis of content and meaning of government ethics of responsibility. On this basis, I construct the two regulatory model of the ethics of conviction and the ethics of responsibility. According to the aforementioned theory, I took three typical events, A’ming watermelon seeds, cooking oil as rubbish, and colored steamed buns, as cases, I made an analysis of the deficiencies of the traditional regulatory supervision of the Shanghai local government, and analysized deeply of the performances of the dilemma led by the thinking of the ethics of conviction, these are the extensive regulation, the offside government regulatory responsibility and the absence of the supervision. For this reason, strengthening the responsibility of ethical thinking of the government, the food safety regulators and their staff should bear their own responsibility more responsibly:making a clearer food safety regulatory objective, to strengthen communication with a higher sense of responsibility, in closer collaboration to prevent the food safety risk, food source control and full supervision, in order to balance the executive management of institutional factors and human factors. Only in this way, we can improve the level of the food safety regulation, and make Shanghai to be one of the safest cities of the food situation.In contrast of Shanghai’s food safety regulatory situation, the paper also introduces the foreign advanced experience and mature approach in this area. And on the basis of the foregoing discussion, for the situation in Shanghai, I put forward feasible suggestions to strengthen food safety supervision:Shanghai should use its own developed economic power and relatively higher quality of government staff and other advantages to improve the people’s happiness and satisfaction:by strengthening the idea of the ethics of responsibility, system protection, educating and training, strengthening the awareness of ethics of responsibility, further eliminating the impact of the thinking mode of the ethics of conviction and improving food safety regulatory standards to ensure that urban food safety, and so on.
