In recent years, climate change caused by carbon emissions has resulted increasingly negative impact on the global social and economic development, which has attracted the international community’s attention, and they are actively seeking proactive measures. While, this problem is more serious in China. Large amounts of carbon emissions caused by decades of domestic industrial process resulted in extreme climate change in China in recent ten years, which especially performed at the dramatically increased temperature and frequence of extreme weather. These changes caused the destruction of ecological environment and species extinction crisis, and ultimately resulted in the irreversible tendency of the weakness of ecosystem service function. However, the especially worried problem is:climate change is causing significant negative impact on China’s crops. While at the same time, the effect of the implementation of Carbon reduction strategy is relatively unconspicuous. Both of them make the problem of the response of crops to carbon emissions become the focus of our country’s government and academic circles.Generally, the coal-rich areas in China gathers the whole process of energy exploitation、refining、production and others, which makes the relationship between carbon emissions and agricultural production unique and compound. Therefore, the research of the response of agricultural production to carbon emissions in coal-rich areas in China will have constructive value for setting up the mechanism of how our country’s agriculture respond to carbon emissions. While, as the important coal base in our country, Shanxi Province is worthy of the focus of attention, and based on the fact of the change of the climate factors such as temperature and rainfall intensity in Shanxi Province ranked in the top of our country, this paper takes the Shanxi Province as the main research area.The structure of this thesis is:The first chapter, explain the research background and significance, summarize research literature, propose the research goal, train and methods; The second chapter, analyze the precondition of climate change in Shanxi Province, and way of influence of carbon emissions to agriculture; The third chapter, using the method of the empirical and statistical analyze the response of agricultural production in Shanxi Province to carbon emissions from the perspectives of total grain output and the yield of different crop varieties、the according policy response and effect、the production mode of farmers respectively; The fourth chapter, propose suggestions for agricultural development in Shanxi Province; The fifth chapter, analyze the highlight and insufficient of this paper, and propose the expectation.The results of this paper indicates:The reflection of total grain output to carbon emissions in Shanxi Province has the increasing trend, which shows that climate warming is good for agriculture development in the province as a whole. But some crops varieties, such as sorghum, rice, millet, beans show the decreased trend of yield. The implementation of "returning farmland to forest policy" in Shanxi Province has effect on adjustment of industrial structure, but do not have obvious effect on the respect of carbon sequestration and economic efficiency. The mode of agricultural production of in Shanxi Province is at the stage of increasing the agricultural carbon emissions, and the development of low-carbon agriculture in Shanxi Province is slow. Based on the conclusion, this paper proposes the corresponding policy recommendations:continue to execute "returning farmland to forest:policy, but the main objects are suitable land for forest and wasteland. Low carbon agriculture needs to be vigorously developed in Shanxi Province, which needs the policies support、educational propaganda、 development of agricultural science and technology, etc. At the same time, actively developing large farms、strengthening the agricultural structure adjustment, and combining with the "three rural policy" to get a packed system of improvement measures are very necessary.
