Administrative approval play a rather significant role in ournational development. With the steps of social development movingforward, the social and economic affairs also increases gradually.Thus the disadvantages that are out of the pace of social andeconomic development arise from the administrative approval, whichhave been dominated by the government all though.In order to solve these problems, our country has carried outmultiple institutional reforms in this area. But there are still manyproblems existing in the reform process and a third party is needed toparticipate in the reforming to solve these issues.As a third-party power, the industry association has moreadvantages than the government in collecting information, predictingthe developing trend, as well as in the degree of industrialspecialization. In addition, the industry association would bothdecrease the cost of administration and improve the quality of theadministrative services if it can, completely of partly, carry out themicro-management function of administrative approval.With the industry association taking over the administrativeapproval function, the reform on administrative approval can bepushed forward to a certain degree. However, the researches andpractices of this function just start, not for long, from scratch in ourcountry. There is lack of sufficient theoretical study, let alone a set ofappropriate operation mode, thus creating the actual requirements andtheoretical demands for administrative approval reforms.On the whole, this thesis can be divided into five parts. Based onthe analysis of the theoretical foundation, the first part is about the basic concepts of the industrial association and the necessity andlegitimacy of its new function. The second part emphasizes on thefundamental situation of the industrial association’s function ofadministrative approval. The third part deals with the obstructivefactors on implementing the new function and analyzes the duty thatindustrial association should assume to give play to an ideal effect.The fourth part introduces a Japanese industrial association, and aimsat promoting industrial association’s function of administrativeapproval in our county by taking beneficial examples from it.The last part comes up with the purposeful advices to promotethe new function of industrial association. For example, strengthenself-construction, speed up the transfer of administrative approval inkey areas, divide the basic directory of transfer project in areasonable way, accelerate the construction of the regulatoryinstitutional mechanisms and the construction of the laws andregulation system and so on.
