Along with the rapid development of science and technology, the enterprise environment has changed a lot. In the last century, almost all the enterprise organization structure is vertical, clear hierarchy pyramid, information transmission is slow. This structure is characterized by strong rigidity, in what is now the external competition environment changes so fast today, is hard to survive. Rapid expansion in this information, the external environment rapidly changing era, enterprises want to survive, then make a change. The proverb "never too old to learn" works in people, not just for business, too. So, break the old traditional way of organizational structure, blend in "learning" to the, construction of the whole organization system, for enterprise survival and better development is quite necessary, for the enterprise managers now, also very worthy of attention.This paper systematically introduces the theory of learning and research learning organization knowledge, in combination with the practical situation of communication and measurement and control technology research institute, analyzes the research direction of further development and problems to be solved. On this basis, this paper builds the system including the subsystem, subsystem, organization subsystem, knowledge subsystem and technology subsystem of five subsystems of a complete set of a learning organization. At the same time, combined with its characteristics and institute of building practice to establish a framework for the five subsystems of the learning organization evaluation system. On the selection of evaluation index, this article selects the more representative objective data in each subsystem. On the selection of evaluation methods, aiming at the characteristics of the index data, USES is suitable for the entropy weight method and objective data analysis and extension synthetic evaluation method. In the analysis of the evaluation results, it can be seen that communication with the institute of measurement and control technology of the construction of a learning organization has a positive influence in the development of the unit, also reflect the existence and the problems. The construction of evaluation system can fully reflect real communication with the reality of measurement and control technology research institute, has a good operational.The learning organization building in the paper and its evaluation system method is popular and easy to copy, have a certain universality, the nature of the business units for the institute has the certain reference value.
